Jill Moss

Global Development Lab (USAID)

Jill Moss is a technical advisor in the Global Development Lab at USAID. She supports Missions in West Africa as they integrate science, technology, innovation and partnerships (STIP) into strategies, programs and operations. Prior to joining the Lab, Jill technically designed development programs focused on ICT utilization by civil society and the media. She has a background in digital security and privacy, social network analysis and big data visualization. Before coming to USAID, Jill led the Broadcasting Board of Governors’ Internet Anti-Censorship Team, a critical government program for distributing US international broadcast content into denied cyber-environments.

Jill is a doctoral candidate at George Mason University concentrating on strategic communication and social movements. Her research interests include ICT diffusion and adoption, business models for journalistic start-ups and mobile technology. In addition, she is an adjunct in the GMU Communication Department where she teaches journalism and radio news. Her pedagogical approach is based on 12 years reporting experience with the Voice of America.

Jill started her career on Capitol Hill working as press secretary for her Nebraska Congressman. She’s been involved in several political campaigns, and served as a United States Peace Corps volunteer from 1997 to 1999. She has a double-major B.A. in journalism and communication studies from the University of Iowa, and an M.A. in international education from GMU.
